Foreign ministers, including acting Secretary of State Lawrence S. Eagleburger, and other top officials from more than 70 nations meet Thursday and Friday in Tokyo to coordinate international economic assistance efforts for Russia and the other republics of the former Soviet Union.
The session will bring together Japan, the former Soviet republics, the European Community, Eastern European states and representatives of international organizations. It is the second follow-up conference to review the aid programs, originally considered Jan. 23.
While in Tokyo, Eagleburger is expected to meet privately with Russian Foreign Minister Andrei A. Kozyrev to try to complete work on a treaty requiring the United States and Russia to destroy two-thirds of their inventory of long-range nuclear weapons during the next 10 years.
