World IN BRIEF : UNITED NATIONS : Iraqi Named New Envoy in Somalia

Ismat Kittani, a U.S.-educated Iraqi diplomat who once served as president of the U.N. General Assembly, has been nominated to replace Mohammed Sahnoun as U.N. special representative in famine-stricken Somalia, Security Council sources said. Sahnoun, an Algerian career diplomat appointed in April, resigned after being rebuked by Secretary General Boutros Boutros-Ghali for publicly criticizing the United Nations for reacting too slowly to the tragedy in Somalia.
