West Covina : Housing Assistance Plans

The City Council voted unanimously Tuesday to submit to the federal government two reports on its progress in meeting affordable housing requirements.

West Covina’s Comprehensive Housing Affordability Strategy (CHAS), approved earlier this year, must be completed by Sept. 30, 1996. One of the reports to be submitted describes the city’s progress in meeting the housing strategy’s goals from Oct. 1, 1991, to Sept. 30 of this year, while the other predicted what goals could be accomplished by Sept. 30, 1993.

The reports revealed that in the past year West Covina helped low-income residents make 39 home improvements by providing them with $232,335 in no-interest, deferred loans; the city’s Redevelopment Agency purchased a $594,000 property with the intention of finding a developer who would build more than 40 affordable housing units for the elderly; eight households received rent subsidies from the Baldwin Park Housing Authority, and 47 Salvation Army food and emergency shelter vouchers were given to low-income residents.
