Former Washington Police Chief’s Brother Found Dead

WASHINGTON — The brother of former police chief Isaac Fulwood Jr. was found shot to death Thursday, police reported. Theodore Fulwood, 43, was shot in the head in a Southeast Washington neighborhood.
