La Canada Flintridge : Moratorium on News Racks

Continuing a crackdown on news racks that display sexually explicit material, the City Council on Monday voted unanimously for a temporary moratorium on permits for new news racks.

The urgency ordinance will remain in effect until city staff gives the council a comprehensive ordinance limiting the number of news racks at any one place, City Manager Gabrielle Pryor said.

Concerned about how easily material deemed harmful to minors can be seen by youngsters, the city last month acted on a complaint from the La Canada Junior Woman’s Club pertaining to 11 such racks in front of the post office and a pizza restaurant. The distributor of those publications was found to be in violation of a 1987 code requiring them to have “blinders” covering all but the top third of the material and has promised to comply.

The city, however, has yet to contact the owner of those racks because the registered owner said he sold them.
