Portable Toilets on Skid Row

How about building a few toilet facilities to handle up to 10 people each and manned by minimum-wage workers? They can keep them clean and they will be a credit to a civilized society.

The homeless are our brothers, not some garbage heap. They have these toilet facilities at rest stops; it works there, why not in the city?
