Green Lights: “Teen Court,” Group W Productions’ new half-hour reality series in which teen-agers who have broken the law face a jury of their peers, has been cleared for a September start on several Fox stations, including KTTV Channel 11. . . . Cable’s USA Network has renewed “Joan Rivers’ Gossip! Gossip! Gossip!” for an additional 13 episodes. The half-hour show premiered in October and is seen Saturday afternoons. The new episodes will start airing in January.
