Hiking Trail Fee

I don’t understand why people have to pay $23 just to go hiking (Jan. 7). If people are needed to keep trees and big rocks out of the way, why not just have Boy Scouts pick up the things? After all it is a free country and we should be able to be in nature without paying money.
I’m 11, and I like to go hiking and I shouldn’t have to pay $23 each year just to go hiking in nature. Now I bet other kids won’t have enough money to go hiking.
