VENTURA : County to Weigh Flood Warning Pact

The Ventura County Board of Supervisors is scheduled today to consider adopting a flood warning agreement with an RV park located near the mouth of the Ventura River.

In the wake of the deadly floods that wreaked havoc in February, Nancy Hubbard, owner of the Ventura Beach RV Resort, has agreed to pay the county Flood Control District $5,000 for installing a rain and stream gauge along the river. She said she has also paid more than $1,800 for new topographic maps of the area and will pay $500 per month from November through April for the county’s staff time.

According to the agreement, county flood experts will telephone the park periodically during major storms to give reports about the level of the river so park operators can decide whether to carry out an evacuation. However, the county is not liable for the warnings’ timeliness and accuracy. Hubbard must carry at least $2 million of insurance.

Storms in February flooded the 19-acre RV park, and one homeless man living in the nearby river bottom drowned. Dozens of recreational vehicles were damaged or destroyed.

At that time, park operators said they failed to receive sufficient notice so they could evacuate the park.

Hubbard said Monday that she was relieved that an agreement has finally been hammered out.
