NOT ART TO THEM: Fountain Valley has had it with graffiti. The city will soon put up signs encouraging residents to nail anyone scribbling monikers around town. Two teen-agers were arrested there last week for defacing a lamppost. . . . The signs will point out the $500 reward for turning anyone in. “We need to eliminate this stuff,” says Councilman George B. Scott. “It’s ridiculous and costly.”
