AIR PATROL: Sen. John R. Lewis (R-Orange), above, has introduced a bill that would let the local League of Cities replace its appointment to the South Coast Air Quality Management board--Hank Wedaa--by a majority vote of members--instead of two-thirds. . . . Wedaa, the air quality board chairman from Yorba Linda, survived an ouster attempt last year; his foes say he’s too tough on business. Says Wedaa: “This is a stupid bill that will fail; Lewis doesn’t want clean air.”
