FCC Urged to Revise Phone Regulations: Edward J. Markey, chairman of the House subcommittee on telecommunications and finance, has asked the Federal Communications Commission to consider allowing an independent body, rather than the regional Bell telephone companies, to administer long-distance telephone area codes. Critics have contended that the regional Bells--in order to protect their business--have made it tough for some competitors to get telephone numbers for new technologies such as cellular phones.
