ON THE BALL: Santa Ana City Manager David N. Ream was determined last year to improve the hiring of women and minorities. The results: Now 41% of the city’s work force is minority and 31% is female. Ream got a side benefit: He’s won a League of Cities award for his efforts. . . . And Ream says his department heads made it happen. His award: The City Manager’s Department Award of the League of California Cities “for the city manager who most aggressively promotes women and minorities.”
