HAZARD PAY: Cities rarely pay claims for damages willingly, but the Villa Park City Council agreed without a fight. It paid $96 to City Manager Frederic W. Maley, who had torn his gray wool slacks on a wire protruding from a wall at City Hall. . . . That doesn’t include the pants and shirt he ruined when he fell into a mud hole while inspecting flood control channels. If you want to be a city manager, Maley says, remember: “It’s a hazardous job in a small town.”
