Ventura Planning Commissioner Clark Owens, who has extensive ties to the business community, plans to announce his candidacy for the Ventura City Council Friday.

The 56-year-old real estate broker said he will formally state his intention to run Friday morning at the Holiday Inn’s Top o’the Harbor restaurant. Four seats will be open in November’s city elections.

“I think it’s important for people to know I’m serious,” said Owens, who has talked about the possibility of running for a council seat since last year.

Owens said he has not done any serious fund raising yet but has picked up papers that allow him to begin raising cash for his campaign.

He said he advocates “planned moderate growth” and attracting more businesses to help boost the city’s economy. Owens said he also wants to form a task force made up of business and community leaders to woo new businesses and address business concerns.

Owens also said he wants to get more residents involved in youth-at-risk programs and Neighborhood Watch programs.

“I have some very definite ideas of what the city needs,” said Owens, who has lived in Ventura since 1967.

Council members are elected at large every two years for four-year terms.
