If federal, state and local governments would make the ability to read and write a condition of parole, we might solve a lot of problems. There is no greater motivation to read or write than a reward of getting out of prison--perhaps earlier.

With motivation, prisoners will learn to read and write. This is an enormous boost toward getting a job on release. That means less recidivism, perhaps earlier paroles, thus less crowding in prisons. Everybody wins.
