EARLY SEX: With the threat of AIDS growing, Orange County school districts are launching programs to discourage sex among sixth-, seventh- and eighth-graders (E1). . . . Officials say about one in five of these youths have had sex, and the rate does not vary by neighborhood. County statistics on teen-age pregnancies show alarming growth: 176 teen-agers were pregnant here in 1985, climbing to 288 in 1990.
