World IN BRIEF : MEXICO : Tiny Turnout Backs Capital as a State

The turnout was tiny, but those who bothered to vote overwhelmingly favored statehood and democratically elected leaders for Mexico City, results of an unofficial plebiscite showed. Barely 6% of the city’s eligible voters took part in Sunday’s election organized by an alliance of citizens groups, intellectuals, and local politicians. With all but 2% of the non-binding vote counted, 84% said they favor direct elections for local officials, and 66% said that the Federal District, as the city is known formally, should become the 32nd state.
