Alberto Franco Nogueira, 74, Portugal’s foreign minister under longtime dictator Antonio Salazar. Franco Nogueira was foreign minister from 1961 until 1969, the year after Salazar ceded power to Marcelo Caetano. Franco Nogueira resigned after a disagreement with Caetano over policy in Portugal’s African colonies. Franco Nogueira was ambassador to several countries, including a short stint in Washington in 1945, before he became foreign minister. Imprisoned for a short time after the bloodless revolution of 1974, Franco Nogueira went into exile in London. He returned to work at Lisbon University and was vice chancellor of Lusiada University for five years until his death on March 14 in Lisbon of unreported causes.
