POTOMAC SOMEBODIES: Ever more Californians are riding high in the White House. C. Richard Allen, former chief executive of a Beverly Hills property management firm and an active Democratic fund-raiser, is No. 2 in the office charged with operating a national service program. John Emerson, a former Los Angeles deputy city attorney and head of Clinton’s California campaign last fall, is a top aide to White House Personnel Director Bruce Lindsey. And Robert Hattoy, who ran the Sierra Club’s California operations and gave a moving speech on AIDS at the Democratic National Convention last summer, is another top Lindsey deputy.
