The drought will return. We need new vision on water resources and management. One point, however, on which I disagree with Hundley is that growers of farm crops get subsidized twice. The growers have a rough time surviving. It is the consumer or the taxpayers, rather than the growers, who are subsidized, indirectly with inexpensive food.
