ENDANGERED INFANTS: Reports of babies exposed to drugs and alcohol here are up only slightly (E1), but changes in the reporting law two years ago narrowed the numbers down to the most serious cases. . . . Problem with that, says Bob Thiemling, director of the Orangewood Children’s Home, is that it’s removed from the reporting system babies of “casual drug users who otherwise seem to have their lives together.” Half the 33 cribs at Orangewood are often filled with drug-addicted babies.
