WHO’S COUNTING? Former Supervisor Don R. Roth, convicted of state ethics law violations, may be 1992’s undisputed gift recipient among county officials, at $3,318. But his chief of staff, Steven E. Malone, was no slouch. . . . Malone, dismissed by Roth replacement William G. Steiner last month, reported gifts for last year valued at $2,629, according to new financial disclosure statements. That tops what Supervisors Harriett M. Wieder, Gaddi H. Vasquez and Roger R. Stanton accepted altogether.
