BELLY UP: President Clinton may have beer drinkers worried about a tax increase on their favorite brew. So Beer Drinkers of America, a national consumer group based in Costa Mesa, has sought pledges from Congress to oppose any new beer tax. So far, 41 congressional leaders have signed up. . . . Among them: Orange County Republicans Dana Rohrabacher, Christopher Cox and Ed Royce. No surprise really, says Peter Slen of Cox’s office: “I don’t think the congressman has ever seen any tax he ever liked.”
