Progress, Hurdles on NAFTA: Negotiators meeting in Mexico City to discuss proposed parallel accords to the North American Free Trade Agreement said three days of talks have been constructive but that differences remain. They told reporters that a new round of meetings with U.S., Canadian and Mexican representatives is already being planned as they try to reach agreement on U.S. proposals to strengthen the still-unratified pact’s environmental and labor provisions. President Clinton has endorsed NAFTA, but said that parallel accords strengthening enforcement of labor and environmental laws must be negotiated before he will submit it to Congress for approval.
