World IN BRIEF : ISRAEL : Palestinians Granted Another Concession

An aide to Prime Minister Yitzhak Rabin said Israel no longer opposes joint Israeli-Palestinian monitoring of human rights violations in the occupied lands, as the Palestinians have long demanded. The concession appeared to be part of a package of Israeli gestures to bring the Palestinians back to the Mideast peace talks, which are due to resume Tuesday in Washington.
