U.N. Chief Assails Haiti Rejection of Plan to End Crisis

Secretary General Boutros Boutros-Ghali castigated Haitian military authorities Monday for rejecting a plan by his special representative for ending the country’s 18-month political crisis.

“The secretary general is seriously concerned at the inflexibility shown by the Haitian military authorities to the proposal presented to them last week by the special (U.N.) envoy,” a U.N. spokesman said.

“This negative response raises doubts about the willingness of the de facto authorities in Haiti to move forward in the search for a political solution to the crisis.”

Boutros-Ghali, now visiting Italy, issued his statement after receiving a report from his special envoy, former Argentine Foreign Minister Dante Caputo, who has been trying to obtain agreement to reinstate Haiti’s constitutionally-elected president, Jean-Bertrand Aristide. Aristide was forced into exile by a military coup in September, 1991.

The secretary general is “carefully studying the steps to take in the coming days,” the U.N. statement added.

Caputo spent four days on the impoverished Caribbean island last week, meeting with military leaders and representatives of Aristide.

The United Nations gave no details of the obstacles to a settlement.
