Chancellor Helmut Kohl’s coalition government is scheduled to tackle the latest twist in Germany’s emotive, divisive search for its role as a military power at Wednesday’s regular Cabinet meeting.

Only days after the Constitutional Court ruled that Luftwaffe crewmen could stay aboard NATO radar aircraft deployed to enforce the “no-fly” zone over Bosnia, the Cabinet will take up a U.N. request for German soldiers to help repair Somalia’s infrastructure.

On Bosnia, Kohl’s Cabinet was so divided on whether German military forces could legally be deployed outside North Atlantic Treaty Organization territory that ministers abdicated responsibility and kicked the decision to the court. Some believe Somalia could generate a repeat performance.
