900 Numbers Endangered by Regulations, Industry Says: The once-flourishing world of 900-number telephone calls is in danger because of over-regulation by the federal government, industry executives told the Federal Trade Commission. For example, the warning the government wants in every TV commercial for a 900-number service absorbs nine seconds, or almost one-third of a 30-second ad, said Francis Mooney of the American Assn. of Advertising Agencies. Consumer advocates have pushed for greater protection, particularly for 900 services aimed at children. The rules are being made to enforce the Telephone Disclosure and Dispute Resolution Act passed by Congress in October.
