Former Sinaloa state Atty. Gen. Francisco Alvarez Farber was shot to death in Mexico City, prompting speculation by political figures that drug traffickers were to blame. Alvarez, 54, was attorney general from October, 1991, until December, 1992. The gunman escaped. Human rights leaders, politicians and bar association officers all said drug traffickers probably were to blame for the Wednesday killing, the government’s Notimex news agency reported.
