* Walter R. McCowat has been promoted to national director of the government, education and major accounts program for Toshiba America Information Systems Inc. electronic imaging division in Irvine. He is responsible for increasing office-product sales to government agencies, educational institutions and large companies. McCowat was previously national manager of the program.
