* Amgen Inc., a biotechnology concern based in Thousand Oaks, has appointed Peter B. Teeley to the newly created position of vice president of government and public relations.

Teeley is a former U. S. ambassador to Canada.

Also, Judi Lindsey Teske, former deputy assistant secretary for legislation at the Department of Health and Human Services, has been named director of Amgen’s health-care policy. Teeley and Teske will work at Amgen’s Washington office.
