On July 1 of this year, the Chinese Student Protection Act will permit (most Chinese who arrived in the United States as students before April, 1990) to to file an application for a green card. There are five figures of Chinese students in this category.

The Act also says that these students will be considered to have an approved E3 petition. That is the largest employment category, into which almost all those getting employment green cards fall. Irish and other Western nationals have drawn more heavily on the employment categories than Asians and Latins because there are usually proportionally fewer chances to take advantage of relative sponsors, amnesty or similar relief. The bottom line seems to be thatif you want to be sure of being in line ahead of this mob, you should file your labor certification before July 1.
