LOS ANGELES : Proposed Ban on Gangs to Undergo More Study

The City Council voted 10 to 0 Wednesday to send a controversial proposal that would ban gang members from city parks, beaches and playgrounds back to committee.

Councilman Hal Bernson, a sponsor of the proposal, asked that the proposal be returned to the Public Safety Committee while the Los Angeles Police Department prepares recommendations.

The proposal is scheduled to be returned to the council June 22, when all 15 members are expected to be present.

Police officials have said that the proposed ordinance--modeled after a similar law in San Fernando--would be difficult for officers to enforce because they would have to identify gang members and attempt to determine their intent in gathering at public facilities.
