Accord Seeks Safeguards in International Adoptions
Delegates from 66 nations have agreed to a series of measures to standardize international adoptions and prevent illegal child trafficking.
The accord, expected to be approved today, establishes an international system to protect children from the legal limbo that can occur when adoption laws differ between countries.
The pact has been drawn up over the last three years by experts on private international law.
Delegates are expected to approve the plan in a plenary session today and sign it Saturday. The treaty must then be ratified by their nations.
