World IN BRIEF : AFGHANISTAN : New Leader Visits as Kabul Is Shelled

Prime Minister-designate Gulbuddin Hekmatyar paid a brief, rare visit to Kabul as the Afghan capital was rocketed and shelled for the second day in a row. Twenty-one rockets and artillery shells hit the war-devastated city, official Kabul Radio said. Authorities usually blame such attacks on Hekmatyar’s radical Hezb-i-Islami party. Hekmatyar’s visit to Kabul was his first since the moujahedeen guerrillas took power from the fallen Marxist government 13 months ago.
