WESTMINSTER : 2 Ordinances Would Limit Nudity, Speech

The City Council introduced an ordinance last week that would prohibit the display of nudity or “descriptive words which would harm the senses of a child” in public places, City Atty. Dick Jones said.

Blinder racks covering at least the lower two-thirds of the objectionable material would be acceptable under the ordinance.

“Basically, what it boils down to is that when you walk into a 7-Eleven, you have a right to tell people to do something with the Penthouse magazines,” said Councilwoman Charmayne Bohman.

The council also introduced an ordinance that would limit to three minutes the amount of time members of the public can speak when addressing the council.

The ordinance would also allow the council to request a spokesman to represent any large group and sets a time limit of 12 minutes per speaker. This section also allows the council to limit the number of people addressing the council to avoid repeating information.
