WORLD IN BRIEF : CAMBODIA : Interim Regime Presents Problems

Head of state Prince Norodom Sihanouk said that serious problems have arisen in forming a power-sharing interim government to run Cambodia until a constitution can be written. He said the two parties that agreed to share power are arguing over getting key ministries, the Phnom Penh army is insisting that he be commander in chief and the incumbent party wants the interim plan approved by two-thirds of the Constituent Assembly, not just a simple majority.
