Police linked Joel Rifkin to the murder of a 13th woman, another step in an investigation the suspected serial killer watched from the isolation of his jail cell. His reading material included the morning’s Daily News, which carried the headline “PORTRAIT OF A MONSTER.” And he has access to television. “He’s aware of the circus atmosphere,” said Rifkin’s lawyer, Robert Sale. The latest body was that of a Latino woman found in July, 1991, in Lower Manhattan. Rifkin told police he killed 17 women in two years and explained where he left the bodies.
