From Times Staff and Wire Reports

Prince Norodom Sihanouk canceled peace talks with the Khmer Rouge, saying that his hand was forced by U.S. opposition to the Communist group’s having a role in Cambodia’s new government. The prince, a former monarch who returned as head of state under an accord that ended a 13-year civil war, is the only leader accepted by all of Cambodia’s factions and thus has a key role in efforts to make peace with the Khmer Rouge.
