Mixed Reports on Growth: Signals continue to point to a hesitant recovery as manufacturing lost ground in July while construction spending posted the biggest increase of the year in June. The National Assn. of Purchasing Management’s index rose slightly but still indicates the manufacturing sector is contracting. Meanwhile, the Commerce Department reported that spending on construction projects jumped 1.2% in June, the best showing this year.
