World IN BRIEF : CENTRAL AFRICAN REPUBLIC : Dictator Halts Effort to Block Vote Result

Military dictator Andre-Dieudonne Kolingba abandoned his attempts to block results of elections that show him losing badly, saying he is willing to step down. The general made the announcement on state radio a day after issuing two military decrees to prevent the Supreme Court from announcing today the final results of elections to end 12 years of military rule.
