GATT Director Warns of Trade Pact Delays: Recovery from world recession will be hampered--even reversed--unless a comprehensive free trade accord is wrapped up by December, the head of the main world trade group said. Peter Sutherland, director general of the General Agreement on Tariffs and Trade, urged completion of the long-delayed Uruguay Round of trade talks. “Let no one be under any illusion: Failure to reach agreement by the end of this year would undermine the multilateral trading system with unpredictable economic, political and even security consequences,” he told GATT’s top-level negotiations panel as it reconvened.
