Clinton Nominates New Secretary of the Army: Togo D. West Jr., a Northrop Corp. vice president in charge of government relations for the company’s Washington office, was named as the President’s choice for the post. West, 51, has been with the company since 1990. Before that he was a lawyer in private practice and held a variety of jobs within the Defense Department. Last month, the acting secretary of the Army, John Shannon, was suspended from his job after he was accused of shoplifting a woman’s blouse and skirt at an Army PX. Shannon, a decorated Vietnam veteran who has served as the interim civilian head of the Army since January, was placed on administrative leave.
