U.S., Germany Near Air Pact: The two countries have reached a tentative agreement that freezes the number of U.S. flights for two years but promises easier future access, Clinton Administration officials said. Germany’s national airline, Lufthansa, won the right to fly into 25 U.S. cities, up from 13. Final adoption of the agreement could come as early as today. The four-year agreement, as described by U.S. officials, will let U.S. airlines continue to operate 262 flights a week into Germany during summer and 253 flights a week in winter. There will be 14 additional flights a week in the third year and 14 more in the fourth.
