Workers’ Comp Scam Alleged: Two Orange County operators of a string of temporary employment agencies were indicted by a federal grand jury in connection with an alleged workers’ compensation scam involving millions of dollars in unpaid insurance premiums. Indicted were Vincent Marconi, 61, of Seal Beach, and Shelley Jeanne Walsh, 36, of Fullerton. The two are accused of defrauding their former workers’ compensation carrier, State Compensation Insurance Fund, by misrepresenting the number and type of workers employed through their agencies. State Compensation accused the two in a civil suit last year of contributing to a fraud of more than $6 million. Their operations included Certified Staffing Services, West Coast Personnel and Pacific Payroll Services.
