OPEC Tries to Stop Excess Pumping: Oil ministers struggled Sunday to reach an agreement to keep its fractious members’ production under control. There were hints that Saudi Arabia, the world’s largest oil producer, might give up some production to get other members to slow down. Overproduction by the Organization of Petroleum Exporting Countries has helped send oil prices skidding to their lowest levels in three years. An OPEC marker is running about $15 a barrel, far below its $21 target. Iran, Nigeria and other countries are all pumping above their quotas.
