WESTSIDE : Ex-INS Agent Gets Fine in Sexual Battery Case

A former immigration agent at Los Angeles International Airport was fined and ordered to undergo psychiatric treatment after he pleaded no contest to a battery charge stemming from sexual advances he made against women who were employees.

Arthur Alvarez, 39, of the Phillips Ranch area of Pomona, was ordered to pay fines and costs totaling $1,350 and to undergo treatment for a year. He also was placed on two years probation by Municipal Judge Linda Leftkowitz after he entered his plea Wednesday.

The criminal complaint against Alvarez, filed in July, was based on a series of incidents that occurred last year while he was port director of the U.S. Immigration and Naturalization Service station at LAX.

Deputy City Atty. Dave said the 40-year-old victim told investigators that Alvarez had called her into his office and exposed himself on two occasions and engaged in at least two other acts of sexual harassment.

After the woman filed a complaint, another employee told investigators that Alvarez had grabbed and kissed her after calling her into his office.
