The cash-strapped city of Sierra Madre should allow bed-and-breakfast inns, lure more arts and crafts stores and be more inviting to businesses to boost the community’s weak sales tax base, a City Council-appointed committee has advised.

At Tuesday’s council meeting, leaders of the 16-member Economic Development Committee said the assistant city administrator should serve as a community development director, attracting new companies and overseeing a one-stop permit process for businesses.

Council members said they will consider the ideas.
