European Commission Chief Warns France: European Community President Jacques Delors, accusing France of working itself up into hysteria, said Paris could face a possible boycott of French goods if it blocked a GATT world trade agreement. But French Prime Minister Edouard Balladur said France would not sign a General Agreement on Tariffs and Trade deal unless other countries make new concessions to its demands. France is at loggerheads with the United States and also with some of its European Community partners over proposals on farm trade and other sectors. Delors said in a radio interview that French industry and services stood to gain substantially from a liberalization of world commerce, whereas a failure would lead to worldwide protectionism and a possible boycott of French goods.
